That is some great legislation... It was pushed through and codified but it only takes effect if the technology is available to gun manufacturers "unencumbered by any patent restrictions". In other words, royalty free. They had to do that because only the federal gov't can restrict or regulate interstate commerce, not the individual states. It is technically on hold and I can't imagine a scenario where someone will invent, study and perfect a technology, not patent it and say everyone can use it for free. Yet they are still spending dollars to change the language and come up with the guidelines for its implementation, but, there's nothing to implement, the only technologies avaiable today are already patented.The three links at the bottom of this page
